For many years charities have sought the refund of imputation credits attached to dividends earned through investment in NZ businesses. A Government review in 2008 noted that the policy not to refund can distort charities' investment decisions. The Tax Working Group 2018 also identified the issue as continuing to impact charities and the not for profit sector. It did however state that it was an issue that involved significant change to our tax policy. The Government wants to limit the revenue cost associated with a refund scheme as well as address any avoidance of tax and the complex administration involved in running it.
